How to Establish a Fair and Sustainable Medical Security System——To Promote the Integration of Medical Insurance in Urban and Rural Areas as an Opportunity

国家医疗保障局的成立是我国医疗保障体系改革的新契机。尽管实现了基本医疗保险的统一管理,但仍存在医疗保障资源分散、制度体系不完整、多层次医疗保障边界不清和功能模糊、基本医疗保险制度不适应新业态下平台经济等从业人员需要的矛盾。建议除军人医疗保障外的所有医疗保障资源统一由医疗保障局统筹管理,在职工基本医保和居民基本医保之间建立针对新业态从业人员的过渡性制度,探索实施城乡一体化的医疗保障制度。

The establishment of the National Medical Insurance Bureau is a new opportunity for the reform of China＇s medical security system. Despite the realization of the unified management of basic medical insurance, there are still some problems, such as the dispersion of the medical security resources, the incomplete system, the unclear boundary and fuzzy function of the multi-level medical insurance,etc. Through the reform, this paper proposes to realize the unified management of all medical security resources except for the military, to establish a transitional system for the employees of new employment forms and to explore the establishment of a medical security system for the integration of urban and rural areas.
