摘要
目的通过对宁夏农村地区卫生人力政策的认知与满意度的分析,为管理者改进决策提供科学依据。方法利用因子分析法对宁夏农村地区卫生人力政策认知与满意度进行综合评分。结果宁夏农村地区卫生人力政策认知与满意度综合评分为3.28分,其中职业发展中的举措或政策效果因素(3.18分)、生活条件上的举措或政策效果因素(3.13分)、教育培训中的举措或政策效果因素(3.11分)、工作环境上的举措或政策效果因素(3.11分)、待遇水平的举措或政策满意度因素(3.08分)、对国家及省内卫生人力资源政策了解程度因素(3.02分)、对单位人力资源配备的满意度因素(2.66分)。结论利用双因素理论,提高基层人力的薪酬水平,完善卫生人力保障机制和激励制度,促进人才的合理流动。
Objective Through the analysis of the knowledge and satisfaction of the health manpower policy in rural areas of Ningxia,it provides scientific basis for managers to improve their decision-making.Methods Using factor analysis method,a comprehensive score was given to the recognition and satisfaction of health manpower policy in rural areas of Ningxia.Results The comprehensive score of health manpower policy recognition and satisfaction in the rural areas of Ningxia was 3.28 points,of which the measures or effect factors(3.18 points) in the career development,the measures in the living conditions or the policy effect factors(3.13 points),and the education and training initiatives or policy effectiveness factors(3.11 points),work environment initiatives or policy effectiveness factors(3.11 points),treatment level initiatives or policy satisfaction factors(3.08 points),understanding of national and provincial health human resources policies(3.02 points),satisfaction factor for the human resources allocation of the unit(2.66 points).Conclusion The two-factor theory is used to increase the level of pay for grassroots workforce,to improve the health workforce protection mechanism and incentive system,and to promote the rational flow of talents.
