规范采购行为是铁路物资采购部门面临的重大课题。为落实当前铁路物资"管、采、供"三分离的管理要求,贯彻中国铁路总公司"强基达标、提质增效"的工作主题,结合铁路局物资集中采购工作实际,以"科技+制度+阳光"为原则,吸收新技术、新理念和不同行业的跨界经验,设计局级"采购管理信息系统",以实现铁路局物资采购工作"管理高效、过程透明、成本可控、防范风险"的发展目标,为全力开拓"创新物资、数字物资、智慧物资"的管理新模式打好基础。

Standardizing procurement behavior is a major issue faced by the railway material procurement department. In order to implement the current management requirements for three separated modes of management, procurement and supply, implement the theme of ＂strengthening the standard of the base, improving quality and efficiency＂ of the China Railway Corporation, and combining the actual material procurement of the Railway Bureau with the ＂Science and Technology ＋ System Governing ＋ Open and Clean＂ as a principle, absorbing new technologies, new concepts and cross-border experiences in different industries, we have designed bureau-level ＂Procurement Management Information System＂ to achieve the development goal of materials purchase for the Railway Bureau with ＂high management efficiency, transparent process, controllable cost, and risk prevention＂. It will lay the foundation for the development of the new management model of ＂innovative materials, digital materials, and smart materials＂.
