廉洁政府视角下政府公共服务绩效评价研究——以CGSS2015数据为例

从市场说、评价说与廉洁说可知,政府公共服务绩效评价受到投入与产出的共同影响。鉴于以往的研究未能充分考虑到公共服务的权力行使,本研究聚焦廉洁感知与政府公共服务绩效的关系,以CGSS2015调查数据为基础,运用多元线性回归(OLS)与次序回归(ologit)分别考察政府公共服务总体满意度与服务质量满意度。研究发现:政府公共服务绩效评价具有"不患贫而患腐"的特征,首先,政府公共服务投入对于绩效评价的影响不应该被夸大,在充足性、普惠性方面公共服务支出对绩效评价具有反作用。其次,公职人员的廉洁程度与反腐力度对于公共服务绩效评价具有显著回归影响:一方面,公职人员的廉洁程度与反腐力度对于政府公共服务总体满意度具有较高的解释力;另一方面,廉洁程度与反腐力度显著提升政府公共服务的充足性、均衡性、便利性与普惠性。研究表明,推进廉洁政府建设与加强反腐败斗争有助于提高政府公共服务绩效评价。

Researches of the Market Theory, Assessment Theory and Incorruption Theory show that the govern- ment public service pefformance evaluation is influenced by input and output. Since the previous researches have not completely considered the power execution of the public service, this study focuses on the relationships between the integrity awareness and the government public service pefformance. Based on the data gained through the CGSS2015 survey, and by using the nultiple linear regression （OLS） and Ologit, this article studies the govern- ment public service satisfaction and service quality satisfaction. The study found that the government pefformance e- valuation of public service has a feature of ＂not suffering from poverty but suffering from corruption＂. First, the in- fluence of the government investment in the public services for the pefformance evaluation should not be exaggerat- ed, and public service expenditure is counterproductive to pefformance evaluation in temps of adequacy and univer- sality. Secondly, the degree of public officials＇ honesty and anti -corruption has significant regression effects on the performance evaluation of public service. On the one hand, the degree of the officials＇ honesty and anti - corruption has higher explanatory power to the overall satisfaction of government public service. On the other hand, the clean degree and anti -corruption efforts significantly enhance the government＇s public service adequacy, balance, con- venience and universality. The study found that promotion of the clean government construction and reinforcement of the fight against corruption is helpful to improve the government pefformance evaluation of public service.
