补贴如何促进我国芯片行业的发展

How to Promote the Development of China's Chip Industry by Subsidy

"中兴"事件爆发引得我国刮起一股"强芯热",对芯片行业的投入补贴的讨论也被推向高潮。论文从以下三个方面来探讨补贴是如何促进我国芯片行业的发展:(1)降低行业进入门槛,扩宽企业研发融资渠道;(2)拴心留人,对人才进行定向补贴;(3)优化产业结构,构建产业生态环境。

The eruption of ＂Zhongxing＂ case caused a fever of ＂strengthening the chip＂ in China, the discussion of investment subsidies in the chip industry has also been pushed to a climax. This paper discusses how subsidies promote the development of China＇s chip industry from the following three aspects：（1） Reducing the entry threshold of the industry and broaden the financing channels for R D of enterprises;（2）Tying heart and keeping personnel, giving a directional subsidy to the talented person;（3）Optimizing industrial structure and constructing industrial ecological environment.
