十九大提出,我国需要优先发展教育事业,建设教育强国是中华民族伟大复兴的基础工程,为了提高教学质量,满足科研活动和教学任务的需要,很多高校都加大对基础建设的投入,但是,如何保证基础建设的资金得到充分利用,提高基建资金的使用效率,成为很多高校财务管理的突出问题。

The 19 th session of national congress of the communist party of China has put forward that China needs to give priority to the development of education and build a powerful country of education is the basic project for the great rejuvenation of the Chinese nation. In order to improve the quality of teaching and meet the needs of scientific research activities and teaching tasks, many colleges and universities have increased the investment in the infrastructure construction. However, how to ensure the full use of infrastructure funds and improve the efficiency of using capital construction funds has become a prominent problem for financial management in many colleges and universities.
