“中朝韩经济圈”建设初探——兼论“一带一路”在东北亚地区对接

A Preliminary Examination into the Building of a “China-North ＆ South Korea Economic Circle”：Implementing “the Belt and Road Initiative” in Northeast Asia

自＂一带一路＂提出以来,这一倡议带动了次区域合作发展的新浪潮。然而因地缘政治环境恶化,东北亚次区域合作非但没有进展,原有合作项目也在朝韩对峙、中朝关系冷淡下频频搁浅。在＂一带一路＂倡议下,建设＂中朝韩经济圈＂是推动东北亚次区域合作的新动力。虽然目前朝鲜半岛局势仍然紧张,但建设＂中朝韩经济圈＂既是解决目前朝鲜半岛危机的可能性路径,也具备可能性条件。在推进建设＂中朝韩经济圈＂中,中国具有关键性作用。＂中朝韩经济圈＂是中国提供的东北亚地区性公共产品,能提供解决朝核问题的新路径。中韩在促成＂中朝韩经济圈＂上有共同利益。

Since its proclamation,＂the Belt and Road Initiative＂ has set off a new wave of sub-regional cooperation and development.A deteriorating geopolitical environment has resulted in the lack of its further development in the sub-region of Northeast Asia,on the top of which some existing cooperation projects have also frequently experienced halts due to the South Korea-North Korea confrontation and the cooled-off China-North Korea relations.Under the ＂Belt and Road Initiative＂,to build a ＂Sino-North South Korea Economic Circle＂ will be the new incentive to drive forward the sub-regional cooperation in Northeast Asia.Although the status quo of the Korean Peninsula is still in tensions,to build this ＂Economic Circle＂ may be a possible pathway to solve the contemporary crisis.It also has the likelihood to be built.China can play a key role in building this ＂Economic Circle＂,which will not only be a regional public good provided by China to Northeast Asia,but also can help to solve the nuclear crisis.China and South Korea have common interests in building this ＂Economic Circle＂.
