Under the influence of such unpredictable factors as Brexit and President Trump＇s ＂America First＂,the U.S.Commerce Department recently ruled that there existed a ＂particular market situation＂ in South Korea＇s oil and gas drilling pipes,which was regarded as the raison d＇être for raising the anti-dumping duties.This was the first case ruled as a ＂particular market situation＂ by the Commerce Department since Trade Preference Extension Act came into effect in 2015-a case in which the ＂China factor＂ cannot be neglected.In this article,the authors analyse via case studies the real effect of ＂special market conditions＂,to discuss the real intentions of the American government,to examine its potential impact,and to offer some tentative suggestions.
