韩国政务社交媒体发展经验及其对我国的启示

The Development of E-Government Social Media in South Korea and Its Implications for China

韩国电子政务的发展水平一直名列世界前茅。随着政务社交媒体的发展,韩国政府借本国网络基础设施建设的完善、安全网络环境的营造、政务社交媒体使用的规范以及政务社交媒体使用策略的完善,推动了政务社交媒体在韩国的发展与应用。当前我国政务社交媒体的发展正面临困境,由于同属东亚文明,我国发展政务社交媒体可以考虑借鉴韩国政府的经验,使政务社交媒体成为政府信息公开的＂发声器＂以及政民关系维护的＂助推器＂。

South Korea is one of the leading countries that have been successful in developing their e-governments.With the development of e-government social media,the South Korean government has applied it throughout the country,with a well-built network infrastructure,a safe Internet environment,an institutionalised use of e-government social media,and a set of mature strategies on such use.By way of comparison,China is being faced with certain difficulties in the development of its own e-government social media.Since both countries share similar cultural values,the development of e-government social media in China may learn in full from that in South Korea,thus achieving the role of egovernment social media as the ＂speaker＂ for government information disclosure and as the ＂booster＂ for maintaining state-society relations.
