摘要
出于减轻政府供给高等教育的财政压力、开发高等教育学位资源的经济价值、回应雇主对高校毕业生质量的不满、维护高等教育阶段的教育公平、扭转"重科研,轻教学"的办学倾向等原因,英国商业、能源与产业战略部门以市场化为导向设计了教学卓越框架,开启了高校教学领域的绩效问责改革。英国教育部门在具体落实教学卓越框架时,一方面设计了学生办公室专职负责监管、高校自愿参与、教学质量与经费政策挂钩等外部的体制机制;另一方面明确了教学质量、学习环境和学生学业成就为主的评价领域,并采取了"基于证据"的评价方式和"分阶段,小步走"的评价步骤。这些经验有助于完善教学经费使用的绩效问责制和平衡基于证据的评价与高校日常工作之间的负担;也应当警惕高等教育市场化可能给高等教育公共性带来的冲击。
To relieve the government's financial pressure of higher education,develop the economic value of higher education,respond to the employers' dissatisfaction with the quality of the graduates,maintain the educational justice in the stage of higher education and reverse the tendency of"paying more attention to the research and ignoring the teaching",The Department for Business,Energy &Industrial Strategy(BEIS)has designed Teaching Excellence Framework(TEF)with the market orientation and started the reform of performance accountability in the teaching field of colleges and universities.During the process of the implementation of TEF,on the one hand,Department for Education(DFE)has designed a series of external institutional mechanisms.These institutional mechanisms are that Office for Student(OfS)is especially responsible for supervision;colleges and universities participate voluntarily;the teaching quality is relative to the funding policy,etc.On the other hand,the assessment areas which focus on the teaching quality,the learning environment and the student outcomes and learning gains also have been defined by DFE.What's more,the assessment way is based on the evidences and the assessment procedure is"processing by stages and implementing by steps.These experiences are helpful to improve the performance accountability system of the use of teaching fund and balance the burden between the assessment based on the evidences and the daily work of colleges and universities.However,it is also important to be aware that the higher education marketization may affect the publicity of higher education.
