Innovation Mechanism Securing Xinjiang CBM Production Industrialization Come True

新疆煤层气资源丰富,勘查程度较低,小规模区块开发已取得成功,勘探开发潜力大。国家、自治区政府编制了相应规划对新疆煤层气产业予以支持,但实现规划目标仍需解决部分难题。系统性介绍了新疆煤层气资源情况、勘探开发进展、"十三五"规划目标,全面分析了支撑煤层气开发的"政策、区位、资源赋存、能源需求、煤矿安全"等优势条件,深入剖析了"中低煤阶、大倾角、厚煤层、多煤层、深部煤层气"等特殊地质条件下煤层气开发所面临的成藏地质理论及工程技术挑战,最后提出"政府主导、企业主体、财政支持、政策保障"的创新机制,以促进和保障新疆煤层气的产业化发展。

CBM resource in the Xinjiang Region is abundant,but exploration degree quite low. Exploitation in small scale blocks have been successful,but still have large potential of exploration and exploitation. The corresponding plan has been compiled by national and autonomous region governments to support CBM industry,but to realize the target,some hard nuts still need to be solved. The paper systematically introduced CBM resource situation,exploration and exploitation progresses,＂the 13 th Five-Year Plan＂planed target in Xinjiang,comprehensively analyzed the＂policy,location,resource hosting,energy demand,and coalmine safety＂CBM exploitation support major advantages. In-depth analyzed under the＂medium-low ranked coal,large dip angle,thick coal seam,multiple coal seams,deep CBM＂special geological conditions CBM exploitation faced reservoiring geological theory and engineering technical challenges. Finally put forward ＂government leading,enterprise principal,financial support and policy guarantee＂innovation mechanism,to promote and ensure CBM production industrialization development in Xinjiang.
