摘要 建设"世界一流大学"必须要有全球视野和国际标准,同时也应立足于中国高等教育发展的历史起点和现实差距。对于如何建设世界一流大学,本文认为首先需要从体系、功能、范围和特征四个维度理清基本认知;其次需要深入分析和严肃面对包括大学自主和学术自由、大学治理结构、学科布局和水平、师资队伍建设、人才培养层次和培养质量、科研创新能力与科研水平、国际化建设等诸多问题;最后需要遵循"中国特色、世界一流"的总体要求,在借鉴国际经验、遵从大学发展的基本逻辑、强化大学的建设主体责任等方面采取有效措施。 The construction of " World-class university" needs global vision and international standards, and it also needs to be rooted in the historical starting-point and the realistic disparity gap in the development of China's higher education. In regard to the question of "how to build a World-class university", the paper considered that, firstly, it is necessary to make clarification of the following four cognitive dimensions: system, function, range, and characteristic. Secondly, we need to face and fully analyze the questions such as university autonomy, academic freedom, university governance structure, discipline layout and quality, faculty development, talent development level and quality, research and innovation ability and quality, and internationalization. And thirdly, we need to follow the overall requirement of " Chinese characteristics, world class", take effective steps to improve the areas such as learning of international experiences, observing the basic logic of university development, and strengthening sense of accountability in university development.
