Academic Committee：To Promote the University Governance to Function Effectively——An Empirical Analysis Based on the Governance of H University

伴随着中国高等教育改革的深入,一种既能承接国家政治体制,又能契合学术组织特性,同时能吸纳社会力量参与的多元大学治理结构渐趋成型。H大学的实践证明,以学术委员会重构为重心的治理改革,通过组织体系的整合、职责权限的厘定、运行机制的再造,从结构、功能和机制三个维度推动着大学由单位社会向学术共同体的嬗变。学术委员会因而成为撬动现代大学治理改革和推动大学治理有效运转的理想支点。

With the further reformation of higher education system in China,a multiple university governance structure that can not only undertake national political system but also correspond to the academic organization property has been gradually shaped up.The practice of H University proved that the governance reform,focusing on the reconstruction of academic committee,promoted the evolution of university from serving as＂unit society＂to academic community in terms of structure,function and mechanism.The governance reform adopted the method of integrating the organizational system,establishing the responsibility and reconstructing the operating mechanism.Thus,the academic committee became the ideal pivot of prizing up governance reforms in modern university and promoting the university governance to function effectively.
