学生参与大学治理的实现路径探析

Countermeasures of Students＇ Participation in University Governance

基于中国大学的人才培养目标和学生参与大学治理的制约因素,本文对学生参与大学治理的相关事项进行了分类,系统提出了学生参与大学治理的实现路径,包括以学生权利制约其他权力不当作为的路径,法治框架下以权力制约权力的路径,学校、学院、基层组织＂三位一体＂的学生组织变革路径等。其中,运用系统论中的＂功能耦合＂原理和经济学中的＂溢出效应＂原理建构的宏观、中观、微观＂三位一体、良性循环＂的学生参与大学治理权力的组织路径,可以形成纵向上学校决策层、院系统筹协调层、学生基层三个层次和横向上学术权力、行政权力、学生权力三个类型互相支撑的网格化组织权力系统,优化和完善现有大学治理结构及其运行机制。

Based on the goals of talents cultivation and the constraints of students＇ participation in university governance in China,the paper analyzed the development space of the implementation of students＇ participation in university governance and put forward the countermeasures.By using the functional coupling principle in Systematology and spillover effect in the Economics,the organization system of students＇ participation in university governance can be established in macroscopic,mesoscopic and microscopic scale,in which the university governance committee,university administration committee,school and department coordination agencies and class committee will form a organizational power system.Only in this way,the essential endogenous mechanism in China＇s university reform and innovation could be built so as to optimize the university governance structure as well as promote the education level of China＇ universities.
