土地财政对公共品供给的影响分析——基于全国286个地级市的实证分析

Study on the Impact of Land Finance on the Supply of Public Goods: Based on the Empirical Analysis of 286 Prefecture Level Cities in China

公共品是城市建设和发展的重要物质条件,土地财政作为地方公共财政的重要组成部分,能为地方公共品供给和城市建设提供资金支持。本文构建公共品供给的评价指标,基于我国2008～2014年全国286个地级市的面板数据,建立固定效应模型,量化土地财政对公共品供给的内在影响。实证结果显示,土地财政会加剧公共品供给结构的失衡,土地财政会增加经济性公共品的供给,同时抑制非经济性公共品的供给;进一步比较分析发现,这种影响在东中西部地区的表现有所不同。

Public goods contribute to be an important material condition for urban construction and development. Land finance,as an important part of local public finance,can provide financial support for the supply of local public goods and urban construction. This paper constructs the evaluation index of the supply of publicgoods based on China’ s panel data of 286 prefecture level cities from 2008 to2014. The fixed effect model is established to quantify the internal effects of land finance on the supply of public goods. The empirical results show that the land finance will aggravate the structural imbalance of the supply of public goods,land finance will increase economic public goods supply,while suppressing the non-economic public goods supply,further the authors found that this effect are different in the eastern and western regions in the comparative analysis.
