Urban public security has become a concern all over the world, because it is closely relat- ed to people＇s life and property security, and is the cornerstone of the economic growth of modern cities. The safe city project focuses on urban asset safety, public and tourist safety and emergency operations. It has the aid of integrated information and communication teehnology（ICT） to solve the problems of transportation, energy supply, social facilities, economic stability, physical infrastructure and safety, and help the city to achieve economic prosperity, population growth and social stability.
