以开放促改革:一个中国成功发展的经验

Promoting the Reform via Opening-up: Experience from the Successful Development of China

针对最近一段时间逆全球化思潮和改革碰到的阻力，有必要总结我国改革开放近40年的若干成功经验以应对。以开放促进改革就是这样一个成功经验的重要组成部分。设立经济特区、引进外资、加入WTO、沪港通、上海自贸区试点、“一带一路”建设等，都是以开放促改革的经典案例，其中一些案例还体现出“开放也是改革”的特性。总结这些成功经验有助于我们今天探索有效落实改革举措和进一步有序开放的新思路。

It＇s necessary to summarize the successful experience in the nearly 40 years of reform and opening-up in China so as to respond to the recent deglobalization trend and the resistance encountered in the reform. Promoting the reform via opening- up is the important component of successful experience. The establishment of special e- conomic zones, introduction of foreign capitals, entry into WTO, Shanghai-Hong Kong Stock Connect program, China （Shanghai） Pilot Free Trade Zone and the con- struction of the Belt and Road are the classical cases of promoting reform via opening- up, and among them, some cases also indicate the characteristics of ＂opening-up be- ing reform＂. Summarizing the successful experience helps us explore new thoughts on effectively implementing reform measures and further orderly opening-up.
