深莞惠都市圈一体化发展历程回顾与推进策略研究

Review on the Development History of the Integration of Shenzhen-Dongguan-Huizhou Metropolitan Circle and the Study on the Promotion Tactics

深莞惠都市圈位于珠江东岸，是珠三角三大都市圈之一。经过8年的规划合作建设，深莞惠都市圈一体化取得了一些进展但也出现了一些问题，本文在对深莞惠都市圈一体化发展历程回顾的基础上，围绕转变经济发展模式、打破行政区经济束缚、构建多元利益主体协同参与机制、完善都市圈利益分享与补偿机制、联系港澳打造开放型都市圈等重要问题提出了推进深莞惠都市圈一体化发展的策略性建议。

Shenzhen-Dongguan-Huizhou metropolitan circle, located in the eastcoast of the Pearl River, is one of the 3 metropolitan regions in the Pearl River Del- ta. After 8 years＇ planning, cooperation and construction, we have made some pro- gress in the integration of Shenzhen-Dongguan-Huizhou metropolitan area, and inevi- tably some problems have incurred during the integration. This paper firstly reviews the development history of the integration of Shenzhen-Dongguan-Huizhou metropolitan area, then analyzes from the aspects of transforming the economic development modes, breaking the economic constraints in the administrative area, building the coordination and participation mechanism for multiple benefit bodies, improving the sharing and compensation mechanism in the metropolitan circle, and building opening metropoli- tan circle through the connection with Hong Kong and Macao, thus puts forward the tactic suggestions on the integration development in Shenzhen-Dongguan-Huizhou metropolitan circle
