Analysis of Background and Development Status of Shanghai Free Trade Zone

上海自贸区自2013年9月正式启动以来,已经取得了一系列重要成果。特别是在负面清单管理制度、贸易便利化海关监管制度、金融创新制度以及事中事后监管制度方面取得新突破。上海自贸区制度层面的改革带动了当地经济的发展。分析结果再次论证:上海地区经济发展是制度改革带来的结果,并非外资注入刺激经济发展。因此,我们应该更加自信中国的制度建设,更加坚定上海自贸区制度改革的道路选择,由"制度红利"刺激经济发展。

Since the Shanghai Free Trade Zone was officially launched in September 2013, a series of important achieve- ments have been made. In particular, new breakthroughs have been made in the negative list managenlent system, the trade supervision customs system, the financial innovation system and the after-event regulatory system. The reform of the Shanghai FTZ system has driven the development of the local economy. The results of the analysis demonstrate once again that the e- conomic development in Shanghai is the result of institutional reform, not the injection of foreign capital to stinmlate econom- ic development. Therefore, we should be more confident about China＇s institutional construction and further strengthen the road to reforming the system of Shanghai＇s fi＇ee trade zone. We should stimulate the economic development from the ＂ system dividend＂.
