高校学术权力组织的制度再造与政府规制

The Institutional Reengineering of Academic Authority and Government Regulation

学术权力组织制度再造是中国现代大学制度建设的重要组成部分。通过政策文本分析可知:在半个多世纪的历史语境中,与学术权力相关的制度,但凡出现根本性的变革,即制度再造,都是一个政策议题,受政治生态的影响而波动;在现实的语境中,改革促进了对制度再造的理性认知,政府规制的出台为制度再造提供了合法性条件。调查发现,在学术权力组织相关的制度再造的实践情境中,还存在形式大于内容的现象,政府规制的效用有限。由此认为,把握机遇,推进制度再造,要进一步明确学术权力组织在高校治理体系中的地位,厘清权力主体之间的关系,重视政府规制与高校改革的统一性,注意再造的系统性和学校特点。

The reengineering of academic authority system is an important part of the establishment of modern university system in China. Through the analysis of policy texts,in the historical context of more than half a century,the fundamental change of the system related to academic power,which can be called the reengineering of the system,is a policy issue that fluctuates due to the influence of political ecology. In the context of reality,reform promotes rational cognition of institutional reengineering. The introduction of government regulations provides legitimate conditions for institutional reengineering. The survey reveals that in the practical context of reengineering related to academic organizations,there is still a phenomenon in which the form is greater than the content,and the effectiveness of government regulation is limited. Therefore,it is necessary to grasp the opportunity and promote the reengineering of the system,to further clarify the status of academic organization in the university governance system,to clarify the relationship between different subjects of power,to lay emphasis on the unity of government regulation and university reform,and to pay attention to the systematization of reengineering and characteristics of universities.
