俄罗斯私立大学学术委员会制度安排及启示——以俄罗斯新大学为例

The Institutional Arrangement of Academic Committee in Russian Private Universities and Its Implications: The Case of Russian New University

本文以俄罗斯新大学为个案,研究俄罗斯私立大学学术委员会制度设计。研究结论如下:学术委员会职能定位明确,具有学术决策、学术审议和评定、学术咨询和建议等职能;从组织制度来看,学术委员会成员组成属于混合型,成员的产生方式是委任制和选举制相结合,有来自每个利益相关群体的代表;从运行机制来看,确定了例会制度、议案问题准备制度、表决制度、决议和存档制度等制度框架,同时明确规定了工作细则。借鉴俄罗斯的经验,反思我国民办高校学术管理制度的现状,本文提出了我国民办高校要重视学术委员会制度建设、完善学术委员会制度设计、优化学术委员会运行机制的建议。

This paper takes Russian New University as a case to study the institutional design of academic committee in Russian private universities. The conclusions are as follows： The functions of the academic committee are clearly defined, including academic decision-making, academic review and evaluation, and academic consultation and advice. From the perspective of organizational system, the way that the academic committee is constituted is a mixed type. The members are produced through a combination of appointment system and electoral system. There are representatives from each stakeholder group. From the perspective of operational mechanism, the institutional frameworks such as regular meeting system, proposal preparation system,voting system, resolution and filing system are established, and the working rules are clearly defined. Based on the experience of Russia, the paper reflects on the current situation of academic management system in Chinese private colleges and universities, and puts forward the suggestions that Chinese private colleges and universities should attach importance to the construction of academic committee system, improve the design of academic committee system and optimize the operational mechanism of academic committee.
