民国时期华侨出国政策探析

Study on the Policy for Overseas Chinese Going Abroad in the Republic of China

民国历届政府在关注华工出国条件、方式和程序合法性的同时,也对其海外权益、入境权利等予以维护。而且,民国时期虽政局多变,但华侨出国政策一直保持着相对的连贯性,并整体较为宽松。同时,民国时期华侨出国政策还体现了鼓励与限制并存,延续与创新同在,分类处理,日趋统筹化和现代化等特点,在华侨出国政策史上具有承上启下的作用。

All previous governments in the Republic of China were concerned about the legality of the conditions,methods and procedures of Chinese laborers going abroad,and also maintained their overseas interests and entry rights. Moreover,during the period of the Republic of China,although the political situation was changeable,the policy of overseas Chinese going abroad remained relatively coherent and relaxed. At the same time,the policy of overseas Chinese going abroad in the period of the Republic of China also reflected the coexistence of encouragement and restriction,the continuity and innovation,the classification,and the increasingly co-ordination and modernization,which played an important role in the history of overseas Chinese abroad.
