政府信任视角下的公众感知评价研究进展与趋势

Review of Research on the Public Perception Evaluation from the Perspective of Government Trust

本文采用主题文献挖掘方法,以政府信任提升为核心线索,对近半个世纪来国内外关于公众感知评价的内涵、应用领域、机制及方法、缺陷及发展趋势等内容的相关研究文献进行系统梳理,比较分析在新公共行政-新公共管理-新公共服务范式演变中,学术界对公众感知价值及其获得方式的认知差异,归纳一条"公众感知评价-政府价值与流程再造-政府信任提升"的学术演进逻辑。文章是以单一主题管窥学术范式演变的一种尝试。

Credibility is an important source of the legitimacy of modern government governance, and it is promoted to a great extent based on perception evaluation. Using the Mining method based on the theme of literature and with the promotion of government trust as the core clue, this paper conducts a systematic review of the relevant literatures on the content, the application field, the mechanism and method, the defects and the development trend of public perception evaluation at home and abroad over the past half a century, makes a comparative analysis of the academic cognitive differences in the public perceived value and the way of its acquisition in the new public administration-new public management-new public service paradigm evolution, and finally sums up an academic evolution logic of “public perception evaluation value-government process reengineering-the promotion of government trust”. This paper is an attempt to explore the evolution of the academic paradigm with a single topic.
