中国共产党以人民为中心法治思想的历史考察

A historical investigation of the Rule of Law Ruling by the people as the center

以人民为中心的法治思想科学地回答了"法治建设为了谁、法治推进依靠谁"这一根本问题。而这一思想的演进发展却是一个复杂而漫长的过程,凝结着早期马克思主义者和中国共产党人的集体智慧。早期马克思主义者以人民为中心的法治思想尽管不够全面,也较为粗浅,但却为我们党法治道路的探索实践提供了有益借鉴;一代又一代中国共产党人的不懈努力,以新民主主义法制体系为开端,经由社会主义法制体系到中国特色社会主义法律体系的过渡,实现了"法治数量"到"法治质量"的提升,促成了以人民为中心的法治思想的最终形成。

The people-centered rule of law ideology scientifically answered the fundamental question of who is responsible for the construction of the rule of law and who is adhering to the rule of law. The evolution of this ideology is a complex and lengthy process that condenses the collective wisdom of early Marxists and Chinese communists.Although the early Marxists＇ idea of the rule of law centered on the people was not comprehensive enough and it was superficial,it provided a useful reference for the exploration and practice of our Party＇s rule of law; the unremitting efforts of generations of Chinese communists,and the new democratic legal system. For the beginning,through the transition from the socialist legal system to the socialist legal system with Chinese characteristics,the promotion of the quantity of the rule of law to quality of the rule of law has been promoted,which has led to the final formation of a people-centered rule of law.
