新疆石油企业有偿用地研究——以吐哈油田为例

The Study on the Paid Land in Xinjiang Petroleum Enterprises——With a Case of Tuha Oilfield

基于新疆国土资源厅的相关调研情况,分析了吐哈油田石油用地的供求关系、企业节地状况以及石油开发对生态环境的影响,结果发现,石油用地存在供需不确定性和生态承载压力较大等问题。结合吐哈油田在石油用地有偿使用过程中面临的企业有偿能力不足与节地意识薄弱的问题,提出了企业要积极优化土地结构、有效降低新增用地成本、加强土地监管和提高企业经济实力等建议,以促进石油企业有偿用地的合理化和规范化。

Based on the relative research of Xinjiang Department of Land and Resources,this paper analyzed the supply and demand relationship of petroleum land in Tuha oilfields,the situation of optimal land utilization in enterprises,and the impact of petroleum exploration on ecological environment. The results show that there are some problems in the use of petroleum land such as the uncertainty of supply and demand,the large pressure of ecological bearing and so on. Combined with problems in the paid use of petroleum land in Tuha,namely,the insufficient paid ability and the weak consciousness of optimal land utilization,it is suggested that enterprises should actively optimize the land structure,effectively lower the cost of new petroleum land,strengthen the land supervision and improve the economic power of enterprises so as to promote the rationalization and normalization of the paid use of petroleum land in oil enterprises.
