目前,我国的土地市场存在城乡二元分割的问题,有些乡村在没有立法支持的情况下自发流转集体建设用地,造成土地市场机制失灵。要想解决这一问题,就必须构建城乡统一的建设用地市场。而要想构建城乡统一的建设用地市场,就必须首先完善农村土地征收制度。当前,农村土地征收中存在"公共利益"和"农民集体组织"的界定不明确、征地程序不完善、补偿标准的制定缺乏依据、补偿金分配不合理等问题。只有完善土地征收制度,实现土地征收的合理化、公平化、规范化,才能为构建城乡统一的建设用地市场打下坚实基础,促进城乡统筹发展。

For a long time, the uneven development of urban and rural areas is not balanced, which is a prominent problem in the economic and social development. So the constructive and effective countermeasures are to break the two plural land market of urban and rural areas, build a unified urban and rural construction land market, and build a unified urban and rural construction land market so as to solve the problem and speed up the land reform.
