Implementation of Sports for All Strategy in Britain:In View of Experience of Sport England

运用文献资料、案例分析的方法,分析英国群众体育发展战略的实施背景,从组织机构治理、经济手段运用、配套政策保障、监管评价方式等方面归纳英国群众体育发展战略的实现路径。对我国群众体育工作的启示:进一步探索深化体育体制改革,促进管理方式的转变;明确服务型政府定位,重视多组织合作;充分发挥经济手段的杠杆作用,重视彩票公益金的使用;重视审计工作,加强监督评价机制建设。

This paper studies the experience and history of Sport England in promoting the new development strategy 〇￡sports for all in order to provide reference for China through literature study and case analysis of institutional mechanismreform, economic means, policy and regulation, supervision and evaluation. For sports for all in China, further reform isurgent for sports system, management, government role in sports, cooperation between different organizations, functionsof economic leverage, the use of sports lottery, supervision and evaluation mechanisms.
