Elaborate Division of the Categories of Educational Fairness and Accurate Provision of the Public Service of Compulsory Education

义务教育是外部性和溢出效应很大的公共产品,位列基本公共服务之首,提供义务教育公共服务是政府的职责。教育公平可以分为平等性公平、差异性公平、补偿性公平,在每一类别中又对应不同的"目标人群",政府应该根据不同群体对于教育公平的不同需求,精准提供相应的义务教育公共服务。

Compulsory education is a public product with tremendous externalities and spillover effects, sitting at the top of fundamental public services. And it is the duty of government to provide the public service of compulsory education. Educational fairness can be classified into the fairness of equality, the fairness of difference and the fairness of compensation. Each category is directed at different ＂target population＂, so the government should accurately offer the corresponding public services of compulsory education according to the various demands of different groups for the sake of educational fairness.
