摘要
随着发展新理念和治水新思路的贯彻落实,实行最严格的水资源管理制度的重要性更加突出,责任考核、责任审计、责任追究将更为严格,构建基础性的集约高效的水资源管理监测体系也更加迫切。以云南省为例,采用层次分析法,应用"边际效益递减"原理,建立了指标定量评价计算模型,对云南省的水资源监测体系进行了评价。研究结果表明:所构建的水资源管理监测体系以及所提出的方法和模型,可以作为区域最严格水资源管理监测体系评价评估研究的重要方法。
With the proposal and implementation of new concept of development and the new ideas on water management,the implementation of the most stringent water management system is more prominent,and the responsibility assessment,responsibility audit,accountability are more stringent,making the construction of a fundamental intensive and efficient water resources management and monitoring system more urgent. Taking Yunnan Province as an example and by using the analytic hierarchy process and the principle of diminishing marginal benefit,a quantitative evaluation model is established to evaluate the monitoring system of water resources. The proposed method and model can be used as an important approach to study and evaluate the most stringent monitoring system for regional water resources.
