人口城镇化、经济增长对地区环境污染的影响

本文以东部沿海省市为研究对象,建立面板数据模型,分析结果显示:环境库茨涅茨曲线(EKC曲线)能够拟合经济增长和环境污染之间的函数关系,但不能拟合人口城镇化与环境污染之间的函数关系。再通过广义矩估计分析,研究结果表明:人口城镇化与环境污染之间存在显著的正相关关系。基于此,本文认为人口城镇化将给地区生态环境带来持久的环境胁迫效应。因此,在当前高速推进的城镇化建设进程中,沿海各省市要针对性加强对城镇污染的监管和治理力度,避免病态的"污染城镇化"发生。同时,地方政府应明确城镇环境治理的核心在于长效机制,应针对城镇化进程中的大气污染、水污染、城镇生活垃圾污染等问题,分别建立有效的长效机制。

In this paper, a panel data model is established to study the eastern coastal provinces and cities. The results show that the Environmental Kuznets curve （EKC curve） can fit the functional relationship between economic growth and environmental pollution. However, it can not fit the functional relationship between population urbanization and environmental pollution. However, through the generalized moment estimation analysis, the-results show that there is a significant positive correlation between population urbanization and environmental pollution. Based on this, this paper holds that population urbanization will bring a lasting environmental stress effect to the regional ecological environment. Therefore, in the process of speeding up urbanization, the coastal local governments should strengthen the supervision and control of urban pollution, so as to avoid the ＂polluted urbanization＂. Meanwhile, the local governments should make clear that the core of urban environmental governance lie in the long-term mechanism and the effective long-term mechanism should be set up for the problems of air pollution, water pollution and municipal solid waste pollution in the process of urbanization.
