摘要
某石油企业事故隐患重复出现,近3年来记录了30万条事故隐患数据。为解决这一问题,文中以收集到的数据资料为基础,运用SPSS软件进行数据标准化分析,总结出各类事故隐患的表现形式以及产生原因。从人的不安全行为、物的不安全状态、管理、环保4个方面结合企业实际情况总结出事故隐患类型,在此基础上建立事故隐患7级多层递阶解释结构模型(ISM)。文中分析了数据统计结果,得出石油生产过程中不仅事故隐患数量多而且表现形式复杂,需重点防治的结论,还分析了事故隐患类型的关系结构,得到事故发生的直接隐患和深层隐患,进一步提出事故隐患防治对策体系和治理对策。结果表明,在石油企业中运用多层递阶ISM能有效地建立起事故隐患层次结构,可以直观地反映出各类隐患间的层次关系,提出的事故隐患防治对策体系能有效地指导石油企业安全生产管理。
Accident potential has been repeated many times in a petroleum enterprise with 300 000 incidents recorded in the past three years.To solve this problem,based on the collected data,the manifestations of accident potential and their causes was summed through data standardization analysis of SPSS software.According to the actual conditions of the enterprise,the type of accident potential was summarized from the aspects of human insecure behavior,insecure state of things,management and environmental protection.The 7-layer hierarchical interpretative structure model of accident potential was established.The results of data statistics are analyzed,and the conclusion is drawn that not only a lot number of accident potential in the petroleum production process but also the complicated manifestation of the accidents,so the prevention and treatment of the accidents need to be emphasized.The direct and deep fundamental types are obtained by analyzing the relationship structure of the types of accident potential,and the countermeasure accident potential are put forward.The results show that the hierarchical interpretative structure model can effectively establish the structure of the types of accident potential,which can directly reflect the hierarchical relationship among the accident potential,and the proposed eountermeasure system can effectively guide the management of safety production in petroleum enterprises.
