自发移民社会治理困境及政策建议——以四川凉山彝族自治州为例

Social Dilemma and Policy Recommendations for Governance of Spontaneous Migration in Liangshan Yi Ethnic Minority Autonomous Prefecture in Sichuan

自发移民是人口迁移流动的重要形式之一。近年来,在四川省凉山彝族自治州,出现了大量的自发移民,形成了规模较大的自发移民聚居区。自发移民搬迁给政府社会治理带来了户籍问题、计划生育问题、土地房屋问题、资源配置问题、社会治安问题及环境保护问题。因此,应从制度层面实施相关政策,帮助和推进凉山州自发移民地区社会治理困境的解决。

Spontaneous migration,as an unplanned human mobility witli no government support, ibe increasing in western China in recent years. It is more often observable in ethnic msuch as Liangshan Yi Autonomous Prefecture in Sichuan Province. With people mnumerous social problems concerning household registration, family planning, land and housing, resource allo-cation , social security and environmental protection in bot!i origin and destination areas. There should be rele-vant policies formulated to help and promote a good governance of spontaneous migration of ethnic minority groups in Liangshan prefecture.
