在中国共产党建党、立国和治国的实践中,党的群众路线是中国民主发展的重要资源。基于理论逻辑和实践逻辑的统一,群众路线是有效促进基层民主发展的战略力量。在这个促进过程中,基层民主发展的动力结构是有机的:党的领导是支撑力量、个体自主是价值关怀、政府治理是基本依托、现代社会是重要基础、市场发育是外在推力、基层自治是有效载体。在这个过程中,党、国家、政府、社会、市场、个体等主体之间是一种合作关系,各个主体基于各自功能的定位而形成的动力结构是一种互动的有机结构。

In this process, the Party, the state, the government, the market, and the individual form a relationship of cooperation. The dynamic structure formed on the basis of the function of each subject is an organic one, with each reinforcing one another.
