扶贫绩效的生产:概念、分析框架与对策研究——以教育扶贫为例

Production of Poverty Alleviation Performance:Concept,Analysis Framework and Countermeasures——Taking Poverty Relief through Education as an Example

作为乡村振兴战略的重要内容,扶贫工作的绩效将影响和制约贫困地区的可持续发展能力。鉴于人力资本开发以及人才培养对贫困地区的特殊意义,本文以教育扶贫为例,探索扶贫绩效的生产这一根本问题,教育扶贫关系到贫困地区的"扶志和扶智"工作的系统推进,对贫困地区的可持续发展和有效阻止贫困在代际间的传递具有极为重要的战略价值。教育扶贫绩效的生产环节是教育服务、产品供给过程中的关键环节。它影响着资源要素的整合与利用效率,同时也决定着(教育)服务、产品的数量和质量。从绩效生产的创新视角审视教育扶贫,建构一个基于受困致因识别,绩效生产到产品、服务供给的理论模型,全面审视教育扶贫绩效生产过程中的绩效损失,并从贫困致因识别、投入、协作治理、政策和制度设计等方面提出有效避免教育扶贫绩效损失的政策建议,促进教育扶贫绩效提升与可持续改进,有效促进精准扶贫和乡村振兴战略的有效贯彻。

As an important content of the rural revitalization strategy,the performance of poverty alleviation will affect the sustainable development capacity of poor areas.It is a relatively new attempt to research poverty alleviation from the perspective of performance production.This research takes education as an example of poverty alleviation to explore the fundamental issue of producing about the poverty alleviation performance.The education poverty alleviation concerns the work of ＂ helping and assisting the wisdom＂ systematic advancement in poverty-stricken areas,which has extremely important strategic value for the sustainable development of poverty-stricken areas and effectively preventing the transmission of poverty among generations.The production link of educational poverty alleviation performance is a key link in the education service and product supply process.It affects the efficiency of the integration and utilization of resources.It also determines the quantity and quality of（education）services and products.This article examines education poverty alleviation from the perspective of performance production and constructs the theoretical model of educational poverty alleviation performance producing.It comprehensively examines the performance loss in the process of ＂poverty production＂ for education poverty alleviation performance and proposes policy recommendations to effectively avoid performance loss for the education poverty alleviation improve the performance of education poverty alleviation and sustainable improvement and effectively promote the effective implementation of the strategy of precision poverty alleviation and rural rejuvenation.
