日本高等教育三大认证评价机构的借鉴与启示

The Reference and Enlightenment of the Three Major Certification and Evaluation Institutes of Higher Education in Japan

高等教育第三方评估是高等教育评估中一个重要的评价环节,对国家高等教育和大学的发展有着重要的意义。日本高等教育第三方评价机制于国立大学法人化改革时期正式形成,对第三方评价机构的认定、开展评价的细则等有着相应规定。文章选取当今日本三大有影响力的第三方评价机构,通过分析日本第三方评价机制发展的历程以及三大评价机构的起源、评价标准、评价过程和特点等内容,从而总结出日本实施第三方评价机制的经验和做法,为我国高等教育第三方评估工作的开展提供借鉴与启示。

Third party evaluation of higher education is an important evaluation link in higher education evaluation,which is of great significance for the development of national higher education and universities.The third-party evaluation mechanism of Japan’s higher education was formally formed in the period of legal system reform of national universities and there were corresponding provisions on the identification of third-party evaluation institutions and the detailed rules for carrying out the evaluation.This paper selects the three major influential third-party evaluation institutes in Japan,analyzes the development process of Japan’s third-party evaluation mechanism,and the origin,evaluation criteria,evaluation process and characteristics of the three major accreditation and evaluation institutes.The summary of experience and implementation practice of third-party mechanism in Japan can provide reference and enlightenment for the third-party evaluation in China’s higher education.
