A Study on the Strategies to Ensure Railway Transport safety of Military Materials

为确保铁路军事运输安全,应把握好3个主要环节,即制订、审批、管理铁路军运装载加固方案,现场正确指导部队精准把握重点部位和时间节点,加强军运途中军路联合安全检查。针对铁路军事运输在3个环节中存在的问题,从遵循铁路军运特点规律,适应铁路运输安全管理入手,提出科学制订部队装备铁路装载加固方案、严格装载加固器材质量标准、规范管理部队装备铁路军事运输方案、注重发挥军代表的桥梁纽带作用、突出军运装载加固重点环节、明确时间节点和责任分工、提高联合检查效率、果断处置偏载偏重、抓好军运装车前的安全教育管理等对策建议,以确保军事运输安全顺利、优质高效地进行。

To ensure the safety and security of railway transportation of military materials, we should pay special attention to three key links, which are a complete process of formulating, approving and implementing plans of loading and reinforcing military materials, proper on-site instructions on precise knowledge of the important locations and timeline and serious joint safety inspections by the military and railway during transit. To ensure safe, smooth and efficient transportation of military materials through addressing the existing problems in the three key links, this paper puts forward several strategies based on the principles of complying with the characteristics and rules of railway transport of military materials and adapting to safety management of railway transport. The strategies include formulating plans of loading and reinforcing military materials scientifically, improving the quality standards of the wrapping and reinforcing materials, managing railway transport programs of military materials in accordance with the concerned standards, giving full play to military representatives＇ bridging role, attaching special importance to the key links of loading and reinforcing military cargo, stating specific responsibilities and clear division of labor at certain time, improving efficiency of the joint inspections, decisively dealing with the problems caused by unbalanced loading and promoting safety education on transportation of military materials prior to loading.
