替代逻辑:以购买公共服务为切入点推进“政府瘦身”

Substitution logic: Promote Government Leaner by Government to Buy Public Services Reform

随着向社会力量购买公共服务的推进,事业单位政府购买公共服务改革已经提上日程,这对公共领域改革而言具有多重意义。本文首先从服务型政府三个层面分析了购买公共服务的应有之义;然后从购买公共服务所追求的绩效目标及其引入的"拨改购"和"合同治理"两大改革新元素,审视了改革的"替代逻辑",并结合公共领域改革面临的主要问题,分析了将"政府瘦身"作为改革最终目标的必然性;最后基于替代逻辑分析了以购买公共服务为切入点,对事业单位和政府相关管理部门进行"政府瘦身"改革的基本路径。

Along with the purchase of public services from social forces, institutions reform of government purchase public service has been on the agenda, which are of multiple significances for public sector reform. Firstly, the author analyzes the proper meaning of the purchase service from three aspects of the service-oriented government. Then from buying service performance goal, the author discusses the reform of alternative logic and combines the analysis of the main problems in the reform of the public domain. It is concluded that the ＂thin body＂ of government should be set as the primary objective inevitability of reform.Finally, based on alternative logic, the author analyzes the purchase of public service as the start point and discusses basic path to become ＂thinner＂ for relative departments in institutions and governments.
