新兴领域团体标准项目价值评估机制研究——以团体标准获中国标准创新贡献奖为切入点

Research on the Value Assessment Mechanism of Association Standard Project in Emerging Field —— From the Perspective of China Standards Innovation Contribution Award

近年来,我国对团体标准的法律和政策供给力度不断加大,有关团体标准制度建设的学术研究也不断深入。项目评估机制是团体标准制度建设的重点内容,与团体标准制修订质量和实施效果等息息相关。团体标准项目价值评估在我国标准化实践中已经展开,在标准化理论中存在有难以客观化和难以量化的困境。由于项目价值评估机制不健全,在实践中影响了团体标准的落地实施。"中国标准创新贡献奖"是我国标准化领域的最高奖,其项目评估方法和指标体系对团体标准项目价值评估具有很高的参考价值。本文以团体标准获中国标准创新贡献奖为切入点,讨论新兴领域团体标准价值项目评估机制问题和经验,为探索我国团体标准发展模式提供政策措施建议。

In recent years, the legal and policy supply of association standard has been increasing continuously, and the academic research on the construction of the association standards system has been deepening.The project evaluation mechanism is a key content of the association standards system construction, which is closely related to the development, revision and implementation effect of association standards. The value evaluation of association standard project has been carried out in China, but it is difficult to quantify the value of standard project according to the standardization theory. As the project value evaluation mechanism is not perfect, it affects the implementation of association standard in practice. The ＂China Standards Innovation Contribution Award＂ is the highest award in the standardization field, among which the project evaluation method and indicator system have high reference value to the value assessment of association standard projects. Taking China Standards Innovation Award as a breakthrough point, the paper discusses the existing problems and experience on the project evaluation mechanism of association standards in emerging field, to explore the standards development mode and provide policy recommendations.
