政府干预经济的原则与界限

The Principles and Limits of Government Intervention in Economy

本文梳理了政府与市场关系的理论演进,分析了政府与市场在资源配置方面的差异和各自的优势与局限,归纳了政府与市场的三种关系。在此基础上本文提出,政府必须在认清现阶段我国市场经济特点的基础上,确立干预经济的原则,划清政府行为的界限,对应该干预的事情进行干预,对不应该干预的事情不干预。本文目的是为我国政府干预经济提供判断和行为选择的依据,推动我国市场经济健康有序发展。

This paper combs the theoretical evolution of the relationship between the government and the market,analyses the differences between the government and the market in resource allocation and their respective advantages and limitations,and summarizes three kinds of relations between the government and the market.On this basis,the paper puts forward that the government should establish the principles of intervening in the economy and draw the boundaries of government behavior based on a clear understanding of the characteristics of China’s current market economy,to intervene in matters that the government should intervene in,otherwise not to intervene.The purpose of the paper is to provide the basis for judging and instructing our government intervention in the economy and to promote the healthy and orderly development of China’s market economyy.
