“互联网+”背景下城市地面公共交通管理法规研究——以北京为例

City Ground Public Transport Management Regulations under the Background of “Internet Plus”

解决好城市出行问题是个民生大问题,也是依法治理城市的大问题。依法依规管理好城市公共交通既是新时代技术发展的推动,建构超大城市治理体系的重要组成,又能够满足居民生活的需要,缓解城市交通难题。在改革发展中应将已经出现的"互联网+"班车新业态纳入城市公共交通统筹考虑,建设公共交通地方性法规和相关配套文件体系。在法规政策等方面,借鉴其他城市在市场化运作、专营权制度及运营监管中的有关经验和教训,在法规制定上确立地面公共交通运行的基本制度,开展长期政策研究,充分利用"互联网+"新技术完善监管,并在具体政策文件上明确客观、科学的线路规划调整的指引。从而构建起满足新时代城市居民需要的安全、便捷、高效、绿色、经济的地面公共交通服务体系。

To solve the problem of urban traffic is a big problem, and the ground public transportation still has an important position. In the course of reform and development, the new "Internet Plus" bus industry should be integrated into the urban public transport system, and public transport local laws and regulations and relevant supporting documents should be constructed. Based on the experience and lessons of other cities' public transportation system in the market operation, and operation of supervision in the franchise system, we should formulate local regulations of ground public transport operation, make full use of the "Internet plus" technology to improve the supervision, and specify policy documents clearly and objectively to guide the scientific route planning adjustment. As a result, we will build a safe, convenient, efficient, green and economic ground public transport service system to meet the needs of the urban residents in the new era.
