This study aims to expound how to use the information technology service standard to raise the level of provincial environmental information management at the corresponding level, will integrate people, processes, technology, resources, improve the quality of IT operations service, reduce the risk of IT services and optimize IT service cost, to assist the city（state） ability of the IT operations, has become our important topic.
