党组织、制度环境与私营企业研发投资

CPC Organization,Institutional Environment and R&D Investment of Private Enterprises

伴随着经济和社会的转型,中国私营企业党组织已发展成为肩负引领政治方向和推动企业转型发展双重角色的中国特色社会主义公司治理结构。非单一利益驱动和边界模糊化决定了党组织具备嵌入型团队的特征。在高质量发展背景下,重点就是与政府、企业、员工等各利益相关者展开跨界行为,实现宏观经济政策落实和微观企业技术进步的共赢。以中共中央统战部等4部门2012年对全国范围内5073家私营企业抽样调研数据为样本,实证检验了党组织对研发性投资的影响。研究发现,党组织能够显著推动研发投资的增长,在推动力度上对中低端研发投资要强于对高端研发投资。进一步研究发现,制度环境的改善可放大这种推动作用,且更多的体现在对高端研发投资的放大作用。将"跨界理论"应用于私营企业党组织实践,为完善私营企业党组织职能、夯实我党治国理政的微观基础,具有重要的理论价值和现实意义。

Along with the transformation of economy and society, the CPC organizations of private enterprises in our country have developed into the corporate governance structure of socialism with Chinese characteristics, with the dual dominant roles in leading the political direction and promoting corporate transformation. Non- single benefit- driven and the obscure boundary deter- mine its characteristics as embedded teams. Under the background of high quality development, the focus is to achieve mutual benefits in macroeconomic policy implementation and micro -enter- prise technological progress based on the cross - border behaviors with different kinds of stakehold- ers including governments, enterprises, and employees. This paper empirically examines the im- pact of CPC organizations on R＆D investment by using the sample data of 5073 private enterprises in China made by the United Front Work Department of CPC in 2012. The research shows that the CPC organization can significantly promote the growth of R＆D investment, and more promotion ef- forts are put on the medium and low -ended R＆D investment than those in the high -ended in- vestment. Further research shows that institution environment can amplify the promotion function, especially in the high -ended R＆D investment. This article creatively applies the ＂trans -bound- ary theory＂ into the practice of CPC organizations of private enterprieses. It is of great theoretical and practical significance to perfect the CPC organizational functions in the private enterprises, and to consolidate the microcosmic basis of state administration.
