摘要
利用2014年四川、河南和山西3省645个农户的调查数据,实证分析在农地确权实施过程中,面对农地产权不稳定,农户采取将抛荒农地进行复耕的相机抉择行为。使用分数响应模型与倾向性得分匹配的实证结果显示,新一轮农地确权显著减少了农户的农地抛荒行为,其主要策略更多的是对原有抛荒承包农地进行复耕,而非通过农地流转实现耕种要求。并且,农户采取的复耕行为显示出明显的粗放型经营特征,表明新一轮农地确权政策诱导下的农户复耕行为,更多的是基于产权保护的临时性博弈权衡,而非长期性的生产经营决策选择。
Using the survey data of 645 peasant households in provinces of Sichuan,Henan and Shanxi in 2014,this article analyzes peasant households who face with the instability of farmland property rights may derive a corresponding decision-making of re-cultivation of abandoned farmland during the implementation phase of land titling. The empirical results,which based on the method of fractional response model and propensity score matching,showthat the land titling significantly reduces farmers' farmland abandonment,and this reduction relates to re-cultivation action rather than farmland transfer. Moreover,the re-cultivation is accompanied by obvious extensive management characteristics,which further proves that the re-cultivation behavior that under the guidance of land titling is a temporary game balance for the protection of property rights rather than a long-term production and management decision-making.
