基于以人民为中心视角,加快推进中国城乡居民养老服务均等化,对于加强农村养老服务保障,推动养老服务产业发展,实现社会公平正义和人的全面发展具有重要的意义。中国城乡居民养老服务均等化存在的问题主要体现在:城乡养老服务发展水平差异较大,农村居民养老服务供给的结构性问题较突出,城乡居民养老服务均等化保障体系尚未完善等方面。而城乡制度差异、财政转移支付力度和规模、农村经济发展水平和农村居民养老服务需求,是影响城乡居民养老服务均等化的主要因素。为此,应从建立多元主体共同参与的养老服务运行机制和人民群众共享的新型养老服务保障体系,推行医养结合的养老模式等层面加快推进城乡居民养老服务均等化。

Based on the perspective of people-centred, accelerating the equalization of old-aged services for urban and rural residents in China is of great significance to strengthen the rural old-age service guarantee and promote the development of the old-age service industry and realize social fairness and justice and realize the all-round development of human beings. The problems of equalization of rural and urban old-age services in China are mainly reflected in the following aspects： the level of development of rural and urban old- age services is quite different, and the structural problems of rural residents＇ provision of old-age services are prominent, and urban and rural residents old-aged services equalization security system is not yet perfect and so on. The difference of urban and rural system, the intensity and scale of financial transfer payment, the level of rural economic development and the demand of rural residents＇ old- age service are the main factors affecting the equalization of urban and rural residents＇ pension services. Therefore, it is necessary to accelerate the equalization of old-aged services between urban and rural residents from the aspects of establishing the operational mechanism of old-aged services with the participation of multiple subjects and the new old-age service security system shared by the masses, and promoting the old-age model of combining medical care and support.
