Social Governance Innovation and Globalization:Social Organization,Community Building,and Social Work

从政府管理(government)向社会治理(governance)转变,已成为各国公共事务研究的重要创新思路。这一新的理念,与社会组织的蓬勃兴起密切相联,亦与社区发展的历史分不开。社会工作专业的作用在本文中也特别加以探讨。从国际上看,NGO(非政府组织)是冷战结束后全球化时代的产物;在中国社会治理现代化过程中如何更好地发挥作用,需要进一步加强研究。社区发展也经历了种种不同的形式和阶段,深入了解对中国社会治理落实到社区层面(或社区治理)十分重要。社会工作作为一门专业,是社会组织和社区建设有关实务及研究的主力军。中国总体公共政策(GPP)向后经济国家的进一步转变,为实现既充分又平衡的发展战略以促进公平正义、公共福利、公众参与和社会治理创造了必要的历史条件。

The shift from ＇government＇ to ＇governance＇ has become an important way of reinventing public administration in an era of globalization. The new idea is associated with the rise of social organizations as well as the history of community development. The role of professional social work is also highlighted in this paper. From an international perspective, non-governmental organizations （NGOs） were born in an era of globalization after the Cold War, yet, more research is needed to enable them to play a bigger role in modernizing social governance in China. Community development also underwent different stages and forms, and a deeper understanding is important to implementing social governance in China at community level （a.k.a. community governance）. Social work as a profession is a major driving force for the study and practice of social organization and community building. A new shift in China＇ s general public policy （GPP） toward a post-economic state has created the necessary historical condition for a more balanced development strategy to promote social justice, public welfare, citizen participation, and social governance.
