Evaluation Standard Setting and Quotation Analysis of Comprehensive Evaluation Method for Railway Construction Bidding

铁路建设工程招投标主要采用综合评估法,对商务标和技术标进行综合评分,利用规定的计算式计算各个投标人的报价得分,按汇总分由高到低推荐中标候选人。此文在阐述投标报价评分规则的基础上,假设各个投标人均为"理性经济人",而且采用各个投标人报价均值作为各个投标人的报价,以求解满分区间不等式得出报价范围,再计算各个投标人的报价得分。以此推算出偏差率的满分区间与报价均值的相关关系,合理设置评分标准进行评标。通过工程实例验证,可以达到预计的结果。

The comprehensive evaluation method is mainly adopted for railway construction projects bidding. Through the comprehensive score of commercial and technical bid, the quoted price score of each bidder is calculated by the prescribed calculation formula, and the candidate is recommended by the total score from high to low. The scoring rules of bidding quotation is explained in this paper. Assuming each bid- der is the rational economic man, the average price of each bidder is used as the quotation for each bid- der, the quotation range is obtained by solving the full score interval inequality, and then the quotations of each bidder are calculated. The relationship between the full score interval of deviation rate and the quotation mean value is calculated, and the evaluation standard is set reasonably for bid evaluation. It can achieve the expected results through the engineering example verification.
