PPP管理机构运行的国际比较——兼论中国是否应当设立PPP专职管理机构

International Comparison of the Operation of PPP Units——Also On Whether China should Establish A Centralized PPP Unit

PPP管理机构对于一国的PPP模式推广的成功有着非常重要的作用。本文通过对世界各国的PPP管理机构运营情况进行全面的比较与梳理后发现,在PPP模式的推广中,存在政府失灵,而PPP管理机构能有效的解决大部分的"政府失灵",但这需要PPP管理机构有足够的权限来保障。虽然各国的PPP管理机构的职能不尽相同,但绝大多数国家的PPP管理机构都有参与PPP政策制定与协调、风险分配与控制以及提供技术支持等。当前,我国PPP管理机构存在职能设置重复的问题,不利于我国PPP的推广,我们认为,我国应当设立PPP专职管理机构。

PPP （Public-Private Partnership） units play a very important role in the success of PPPs. This paper makes an interna- tional comparison of the worldwide PPP units. We find that： first, PPP management exits government failure, and the PPP units can effectively solve this problem which requires the PPP units have sufficient authority; second, the functions of the PPP units are not exactly the same, but most of them have participated in PPP policy development, coordination and risk allocation; third, we have the function of duplication of the problem is not conducive to the promotion of PPP, we believe that China should set up a centralised PPP unit.
