论供给侧视域下历史文化资源的产业化发展——以济南市章丘区为例

On the Industrialization Development of Historical and Cultural Resources under the View of Supply Side——Take Zhangqiu District of Jinan as an Example

我国丰富的历史文化资源为文化产业发展提供了基础条件。在供给侧结构性改革的背景下,文化产业同样面临着供给侧问题。以济南市章丘区为例,分析了其文化产业发展的主要优势,包括历史文化资源丰富、文化消费潜力巨大、政府支持文化产业力度大、特色文化产业项目带动作用明显;但同时存在产品缺乏创新、同质化现象较重以及高端文化人才匮乏等供给侧问题。在此基础上,深入分析了影响历史文化资源产业化发展的供给侧因素主要包括政策法规、金融资本、科学技术、人力资本四个方面。最后提出提高市场中历史文化产品"供"与"需"的精准性、强化人才智库、创新发展模式及健全投融资体系等对策。

China has a long history,vast territory,rich historical and cultural resources,and precious cultural relics which have provided the basic conditions for the development of culture industry.Under the background of supply-side reform,the culture industry also faces the supplyside issues.Taking Zhangqiu District of Jinan as an example,this paper analyzes the main advantages of its culture industry development,including rich historical and cultural resources,huge cultural consumption potential,great government support for culture industry and special culture industry.But at the same time,there are supply-side issues such as lack of innovation,homogenization and lack of high-end cultural talents.Thus,the supply-side factors that affect the development of the industrialization of historical and cultural resources mainly include such four aspects as policy and regulation,financial capital,science and technology,and human capital.This paper also proposes some countermeasures to improve the precision of ＂supply＂and ＂need＂,strengthen the talent think tank,give play to the engine role of Internet science and technology,develop the innovative development models,and improve the investment and financing system.
