党建嵌入治理:一种新的县域发展机制——以河南W县党建实践为例

Party Construction Being Embedded in Governance:A New Mechanism of County Development——Take the Practice of Party Construction in W County of Henan Province As an Example

河南W县在县域党建中,抓住民心向背的主线,理清经济工作与党建工作、党委与政府的关系,创新了六种县域治理制度。河南W县将党建嵌入县域治理形成了一种新的县域发展机制:遵循过程治理的原则,动员多主体参与到县域治理之中,以民心向背作为县域党建与县域治理的评价标准,建构起一套完整的县域治理体系等。认为这种发展机制可推动国家与农民关系从工具性价值向目的性价值转型,是对新时期全面从严治党和国家治理体系与治理能力现代化的内在要求的治理回应。

The theoretical model of the local State Corporation, the “trinity” development model and the local government corporatization and so on, mostly defined the characteristics of the county governance from the role of the grass-roots political power in economic development or urbanization. At the present stage, in the county Party construction, W County in Henan Province has innovated six county governance systems, formed the county development mechanism, established a complete system of county governance. The party building being embedded in governance has promoted the transformation of the relationship between the state and peasant from instrumental value to purposeful value, which is a response to the inherent demands of the strict party management and modernization of the state governance system and the governance capability in the new period.
