沙湾县农地经营权流转市场机制运行状况及优化研究

Study on the Operation and Optimization of Farmland Management Right Transfer Market Mechanism in Shawan County

以新疆沙湾县为研究对象,采用文献研读法、分析归纳法、实地调查法、描述性统计分析法总结沙湾县农地经营权流转市场现状及取得的成果,挖掘沙湾县农地经营权流转市场机制存在的缺陷,并提出优化机制的关键措施,以期为新疆农村产权制度改革试点的建设、完善提供理论支持。结果表明,沙湾县当前农地经营权流转市场机制存在确权颁证工作滞后、市场价格机制不健全、业务工作尚不规范、市场拉动力不足、缺乏风险保障措施等缺陷,并在此基础上提出以产权明晰为前提、公平定价为基础、规范操作为关键、农村经济发展为动力、风险防控为保障,优化当前沙湾县农地经营权流转市场运行机制。

Taking the Xinjiang Shawan county as the research object, the paper summarizes the current situation and achievements of the transfer market of farmland management right in Shawan county by literature research, analysis and induction, field investigation and descriptive statistical analysis, and excavatse the defects of the market mechanism of the circulation of farmland management rights in Shawan county and puts forward the key measures of optimization mechanism to provide theoretical support for the construction and improvement of the rural property right system reform in Xinjiang. The results show that the current market mechanism of the transfer of farmland management right in Shawan county has some defects, such as the lag of certification of confirmation, the unsound market price mechanism, the nonstandard business work, the lack of market pull power, and the lack of risk protection measures. On this basis, the paper puts forward the basis of the clear property right, the fair pricing as the basis and the standard operation as the key, rural economic development is the driving force and risk prevention and control is the guarantee, the market operation mechanism of Shawan county＇s farmland management right is optimized.
